    The United Kingdom and China have a warm and longstanding friendship. Prince Philip and I recall with great fondness our visit to China almost thirty years ago, where we were privileged to experience your country’s rich history and culture, including the Great Wall, the Forbidden City, and the Terracotta Warriors: all unforgettable memories of China’s ancient civilisation.

    Yet it was China’s desire to shape a new future which captivated us the most. We were struck by the energy and enthusiasm with which China’s leaders were forging ahead with a new and ambitious future for the Chinese people; and I well recall our discussions with the late paramount leader Mr. Deng Xiaoping, who was foremost among these leaders in setting a clear direction for China with his policy of reform. It was also Mr. Deng’s visionary concept of One Country Two Systems which opened the way for the return of Hong Kong to Chinese sovereignty under the Sino-British Joint Declaration.

    Almost thirty years later, Mr. Deng’s vision has borne remarkable fruit. Rapid economic growth and development has transformed the lives of people across China and lifted hundreds of millions out of poverty: a huge and historic achievement with far reaching positive effects on people’s lives.

    I was delighted that my grandson Prince William was able to witness these changes during his first visit to China earlier this year. Like myself and Prince Philip, he visited not only your great cities of Beijing and Shanghai but also the beautiful province of Yunnan, and saw at first-hand the strong connections which bind our two countries together, be they in culture, education or business.

    Mr. President, the relationship between the United Kingdom and China is now truly a global partnership. We have much reason to celebrate the dynamic, growing economic relationship between our countries as well as our success in working together to address pressing international challenges.

    We have, this year, marked the seventieth anniversary of the foundation of the United Nations.

    Today the world faces challenges that call for collaboration between the nations: conflict and terrorism; poverty and ill-health; conservation and climate change. As permanent members of the United Nations Security Council, Britain and China are stewards of the rules-based international system, and we have a responsibility to cooperate on these issues which have a direct bearing on the security and prosperity of all our peoples.

    This global partnership is supported by an expanding network of links between the people of our two countries, which are essential in building mutual understanding and friendship, while we welcome the increasing number of Chinese tourists, students and business visitors to the United Kingdom.

    Mr. President, your visit is a defining moment in this very special year for our bilateral relationship. I am confident that it will serve to highlight the sincerity and warmth of our friendship and to strengthen relations between our countries for many years to come.

    Ladies and Gentlemen, I ask you to rise and drink a toast to the President and Madame Peng and to the people of China.

    President Hu Jintao, President Gu Binglin, distinguished guests, faculty, students, staff, alumni, and friends:

    It is an honor to bring greetings on behalf of the many universities represented here. And it is a particular honor to reinforce in the presence of China’s leaders the high regard in which Tsinghua is held by universities around the world.

    In its first century, Tsinghua has played an integral role in the development of China. Many of its 170,000 graduates have become leaders in their fields. The first two Chinese to be awarded the Nobel Prize – Chen Ning Yang and T. D. Lee – were both educated at Tsinghua. Professor Qian Xuesen, Professor Zhu Guangya, and Professor Qian Sanqiang, among other Tsinghua graduates, have made important contributions to China's scientific development. We at Yale are especially proud of our role in your early history. Four of the first five presidents of Tsinghua studied at Yale.

    Everyone who visits Tsinghua is impressed by the rapid pace of investment in new facilities and the growing strength of the faculty. Tsinghua’s contributions in science, engineering,

    environment, and sustainable design are known around the world, and its entrepreneurial efforts in educating leaders in business and public policy are much admired. Tsinghua is consistently recognized with the most State Science and Technology Awards of any of China’s universities. Tsinghua has been at the forefront in forging partnerships with institutions around the world. You have longstanding and successful collaborations with MIT, Johns Hopkins, the University of Michigan, and Columbia University. Tsinghua has also been a leader in forging collaborations with industry. You have joint research centers with more than 30 companies, including Toyota, United Technologies, and Boeing.

    Yale is fortunate to be Tsinghua’s partner in some of these important collaborations. The Yale-Tsinghua Program in International Healthcare Management, established in 2009 as part of Goldman Sachs’ 10,000 Women initiative, is providing advanced training to 500 women from rural China. And a Yale-Tsinghua collaboration with the China Association of Mayors is helping municipal leaders meet the challenges of sustainable development in the 21st Century.

    Universities around the world salute Tsinghua for its commitment to send its students overseas and to host students from abroad. Over 3,200 Tsinghua students go abroad annually, and each year Tsinghua hosts more than 800 visiting students, in addition to the nearly 2000 who are pursuing their degrees. In this way, Tsinghua is contributing importantly to improving the understanding of China by future leaders around the world and to improving the understanding of the world by

    future leaders of China.

    Tsinghua’s extraordinary progress is emblematic of a major development that we who represent universities from around the world have been watching with great interest: the rise of China’s universities. As barriers to the flow of people, goods, and information have come down, and as the economic development process proceeds, China has increasing access to the human, physical, and informational resources needed to move its universities to the highest level of excellence.Increasing the quality of education around the world results in better-informed and more

    productive citizens. The fate of the planet depends on our ability to collaborate across borders to solve society’s most pressing problems – the persistence of poverty, the prevalence of disease, the proliferation of nuclear weapons, the shortage of water, and the danger of global warming. Having better educated citizens and leaders will help us to confront these challenges.

    I close by quoting from President Hu’s speech at the National Conference on Education held in Beijing last July.

    Education is the cornerstone of national rejuvenation and social progress, and the basic means to improve the all-around development of individuals. It carries hundreds of millions of families’ expectations for a better life.

    For 100 years, Tsinghua has been dedicated to fulfilling these expectations. On behalf of the world's universities, I offer heartfelt congratulations to Tsinghua University as it begins a second century in pursuit of a better life for its graduates, and a better world for all humanity.

    很荣幸代表今天出席大会的各国大学带来对清华百年庆典的祝贺,更有幸的是今 天将和中国国家领导人一起见证世界高校对清华的高度认可。

    100年来,清华大学在中国的发展历程中扮演了不可或缺的角色。在清华17万毕 业生中,许多人成为了各行各业的领军人物,这其中有中国国家领导人,首获诺贝尔 奖的两位华人杨振宁和李政道先生也曾在清华学习,清华培养的钱学森、朱光亚、钱 三强等著名学者为中国的科学事业发展作出了突出贡献。耶鲁引以为荣的是,在清华 大学建校初期,两校就有紧密联系,清华的前五任校长中有四位曾在耶鲁学习过。

    任何到访清华的人都会对清华的发展速度留下深刻印象。清华在理学、工程、环 境和可持续设计方面世界闻名,获得国家科技成果奖的数量一直位居中国高校榜首, 其在培养商界和公共政策领袖人物方面的创业努力也令人钦佩。

    清华大学也积极与世界各个国家和地区高校建立合作关系,目前有27个与海外大 学建立的联合研究中心。此外,清华还与丰田、联合技术公司和波音公司等30多家跨 国企业建立了联合研究中心。很幸运,耶鲁也是清华一些重要领域的合作伙伴。耶鲁 与清华合作推出中国女性医疗管理领导力培训项目和环境与可持续发展高级干部培训 项目。

    世界各国的大学非常钦佩清华在学生海外培养和留学生教育方面所做的努力。每 年清华有超过2500名学生赴海外学习,同时有近2000名学位留学生和800多名访问学 生来清华学习。正是这样的交流,使世界加深了对中国的了解,而中国也加深了对世 界的了解。

    今天在座的各国大学校长都以极大的兴趣关注着中国大学的崛起,而清华正是中 国大学飞速发展的一个象征。随着社会经济的不断发展,中国正在越来越多地获取推 进大学向更高层次发展所需的人力、物力和信息资源。中国政府作出了明智的决定, 集中优势资源重点发展一批高水平院校,吸引世界范围内的高端人才,这将使这些高 水平院校有希望跻身世界一流大学。

    欧美一些人认为中国大学的崛起是一种威胁,这是一种短视的看法。正如全球化 一样,教育的竞争是一种共赢博弈。提高全球教育质量将有助于人们扩大知识面和提 高生产力。地球的命运取决于我们打破国界共同解决持续贫穷、疾病蔓延、核武器扩 散、水资源缺乏、全球变暖等人类社会面临的紧迫问题的能力。

    我想引用胡锦涛主席在去年7月中国全国教育工作会议上的讲话来结束今天的发 言:“教育是民族振兴、社会进步的基石,是提高国民素质、促进人的全面发展的根

    本途径,寄托着亿万家庭对美好生活的期盼。”

    尊敬的普京总理,女士们,先生们,朋友们:

    我很高兴来到友好邻邦俄罗斯访问,并同各位一道出席中俄人文交流盛典——俄罗斯“汉语年”开幕式。借此机会,我谨代表中国政府和人民,向友好的俄罗斯人民致以诚挚的问候和良好的祝愿!

    中俄两国是好邻居、好朋友、好伙伴。去年6月,我们两国隆重庆祝了中俄建交60周年。在莫斯科国家大剧院举行的中俄建交60周年庆祝大会上,中国国家主席胡锦涛发表了《共创中俄关系美好未来》的重要讲话,全面回顾了过去60年中俄关系走过的不平凡历程,深刻总结了中俄战略协作伙伴关系的基本经验。上个世纪90年代中后期,两国领导人从两国人民根本利益出发、顺应时代潮流建立的中俄战略协作伙伴关系,正在新的起点和更高水平上蓬勃发展。我们将始终把中俄战略协作伙伴关系作为两国外交的优先方向,全面提升中俄战略协作水平。

    人文交流具有基础性、先导性、广泛性、持久性特点。飞速发展的中俄人文交流,在推动中俄战略协作伙伴关系方面发挥了不可或缺、不可替代的重要作用。近年来,中俄互办“国家年”活动获得巨大成功。在此基础上,两国领导人又作出互办“语言年”的重大决策。去年中国“俄语年”期间,双方成功举办260多项活动,开创了人文交流新局面。今年是俄罗斯“汉语年”,胡锦涛主席和梅德韦杰夫总统在互致新年贺电时已宣布正式启动“汉语年”。今晚的开幕式,标志着“汉语年”全面拉开序幕。

    人类文明发展史告诉我们,文字的发明和发展对人类文明进步起到了巨大推动作用。汉字是中华文明的重要标志,也是传承中华文明的重要载体。用汉字写就的《论语》、《道德经》等思想名著,《黄帝内经》、《本草纲目》等医学经典,《九章算术》、《周髀算经》等科学鸿篇,《孙子兵法》等军事精品,《西厢记》、《红楼梦》等文学巨作,堪称人类文明的瑰宝。 在长期使用汉字过程中,勤劳智慧的中华民族发明了造纸术、活字印刷术。这两项重大发明,既使历史悠久、博大精深的中华文化得到广泛传承,又使中华文化得以同世界交流、向世界传播。上个世纪80年代汉字激光照排系统问世,使汉字焕发出新的生机和活力。目前全世界有近14亿人口以汉语为母语,联合国也将汉语列为主要工作语言之一。

    汉语和俄语都是世界上最优美的语言。我们看到,中俄最早的文化交流就包括了语言文字交流。早在17世纪中叶,俄国就派遣留学生来华学习中国语言文化。1708年,清代中国就设立了内阁俄罗斯文馆,这是中国历史上第一所官办俄语学校。1725年,俄国在伊尔库茨克开办了设有汉语课程的学校。新中国成立60年来,中俄互派大量留学生刻苦攻读汉语和俄语。借助语言文字这一沟通桥梁,使中俄人文交流扩展至各个领域。长期以来,俄罗斯翻译家精心翻译出版了大量中国的古典文学、哲学等著作。中国翻译家也将众多俄罗斯文学经典作品翻译推介给中国读者。《叶甫根尼·奥涅金》、《战争与和平》、《钢铁是怎样炼成

    的》、《童年》、《青年近卫军》等经典名著在中国家喻户晓。中俄两国文化在长期交流过程中相互尊重、相互借鉴,成为推动中俄关系发展的重要精神力量。

    如今的中俄语言文化交流,伴随着历史前进的步伐,正步入“百花齐放春满园”的时期。目前,在俄罗斯高校学习的中国学生达1.9万人;在中国高校学习的俄罗斯学生超过1万人。与此同时,在俄罗斯建立了12所孔子学院和3所孔子课堂,注册学员达4000多人,在俄罗斯开设汉语教学的高校超过100所;在中国建有7个俄语中心,开设俄语专业的高校有100多所,以俄语为专业的学生1万余人。中俄语言文化交流内容更加丰富,参与程度更加广泛,效果更加显著。中国哲学和文学、中华功夫、中华美食、中医中药等深受俄罗斯人民欢迎和喜爱。

    文化因交流而丰富,心灵因交流而沟通,友谊因交流而加深。今年是中国的虎年,“汉语年”活动将使两国关系如虎添翼、生气勃勃。我深信,“汉语年”活动将使越来越多的俄罗斯人民从学习汉语中领略中华文化独特魅力。

    女士们、先生们!

    在梅德韦杰夫总统和普京总理的领导下,俄罗斯政治稳定、经济快速发展、人民安居乐业。俄罗斯在国际和地区事务中发挥了积极作用,为促进世界和平作出了重要贡献。作为友好邻邦和战略伙伴,我们为此感到由衷高兴。

    当前,中俄两国各领域合作不断扩大和深化,世代和平友好的理念更加深入人心。在这样的大背景下双方共同举办俄罗斯“汉语年”,必将进一步增进两国人民的相互了解和传统友谊,夯实中俄友谊的社会基础。春天是播种的季节,一分耕耘一分收获。在双方密切配合下,俄罗斯“汉语年”一定会取得圆满成功,为推动中俄战略协作伙伴关系发展作出积极贡献。 谢谢大家!
