    在MUN活动中,你会遇到许多日常生活中不常用的名词,以下将对一些重要的名词进行解释:

    【Delegate/代表】

    MUN会议的参与者叫做“代表”。“代表”既可能是国家,也可能是国际组织、非政府组织,或是一些特定的角色,如某国总统、总理。

    【Delegate/代表团】

    同一个国家的所有代表叫做一个“代表团”。若干代表组成一个国家的代表团,参与到委员会的议题中,以国家代表的身份进行演讲、辩论和游说等,争取国家利益的最大化,提出针对

    特定议题的解决方案。

    【Secretariat/组委会/秘书处】

    组委会负责整个MUN大会的设计、策划、运行、总结等工作,是组织协调一次大会的最重要的领导团队。

    【Committee and Topics/委员会和议题】

    一个大型的MUN通常会有若干个委员会,就像一次论坛中的大论坛。由于时间、场地、资源等各种原因的限制,例如:2009 GWMUN的初赛和决赛都只设一个委员会,分别是UNEP(联合国

    环境规划署)和UNSC(联合国安全理事会)。

    通常来说,一个委员会有1-2个议题。在讨论开始前,以少数服从多数的原则,让各国表决先讨论哪个议题。只有一个议题被充分讨论完毕,会议才会开始讨论其他的议题。

    【Committee Dias/委员会主席团】

    每个委员会都会有若干名主席团成员,他们的职责是按照会议规则流程监督并推动会议进程。主席团通常会有三种角色:

    会议指导(Director)负责审阅批准代表提交的会议文件,并对会议进程和代表表现提出建议和评价;

    主席(Chair/Chairperson/Moderator)负责组织代表发言,按照会议规则推动会议进程;

    主席助理(Rapporteur)负责点名、统计代表数、录入发言人名单等工作。

    会议的日程和时间安排

    MUN既可以是2-3个小时的短会,也可以是3-5天的长会。但不论会期长短,代表们的目的都是一致的——通过广泛协商合作,以争取其所代表国家的国家利益能在特定议题(Topic Area

    )的决议(Resolution)中得到充分的体现。

    每位代表正式发言后,可以有问题、动议。

    6. 问题(Point)

    举牌喊point即可。随后给出point。

    A. 个人特权问题(Point of personal privilege):当代表需要出会场上厕所、喝水等。

    B. 程序性问题(Point of order):主席主持过程中流程不当时加以指出。

    C. 咨询性问题(Point of enquiry):对流程不明白时向主席咨询。

    7. 动议(Motion)

    代表举牌,如被叫到即可提出动议。随后投票,若简单多数通过,则执行。

    A.动议有主持核心磋商(Motion for a moderated caucus):由代表提出一个与议题相关的小议题,给出总时间、每位代表发言时间。通过则展开讨论。

    B.自由磋商(Motion for an unmoderated caucus):代表给出总时间,通过则在接下来一段时间内,代表可以自由走动、磋商、谈判、写作工作文件。

    处理一定数量问题或动议后,回到发言名单。

    8. 文件处理

    A. 工作文件(Working Paper, WP)

    工作文件是政治集团对会议上讨论过的问题的观点的汇总。当有工作文件被提交给主席,文件将在发言名单两位代表发言之间被处理。

    a.有起草国代表读或介绍文件内容,或印发全场。

    b.代表对起草国针对文件内容提问。

    c.由一位代表动议有主持核心磋商,对文件内容进行讨论。

    B. 决议草案(Draft Resolution, DR)

    a.按照工作文件模式进行处理。

    b.投票,如三分之二以上代表同意,则通过,其内容成为最终解决方案。

    C. 修正案(Amendment)

    a.友好修正案(经过所有起草国同意):直接成为某一份决议草案一部分。

    b.不友好修正案(未经所有起草国同意):在决议草案投票前,按照决议草案处理流程处理,若通过则成为某份决议草案一部分。

    9. 结束会议(Close the debate)

    由一位代表以动议的形式提出。若通过则进入对决议草案的投票。

    序:自从上了高中,你每逢节假日甚至是周末一定会经常看见一群身着西装的同龄人出入于各大学校,你是否好奇他们是谁?他们是干什么的?现在我可以解答你的问题:他们有一个总称——模联人。

    下面进入正文: 1. 模联简介

    模拟联合国 (Model United Nations),简称模联(MUN),是对联合国大会和其它多边机构的仿真学术模拟,是为青年人组织的公民教育活动。在活动中,青年学生们扮演不同国家或其它政治实体的外交代表,参与围绕国际上的热点问题召开的会议。代表们遵循议事规则,在会议主席团的主持下,通过演讲来阐述观点,为了“国家利益”辩论、磋商、游说。他们与友好的国家沟通协作,解决冲突;通过写作决议草案和投票表决来推进国际问题的解决。

    2.模联专业术语

    BG:BackgroundGuide 背景文件

    背景指导是一份关于会议即将讨论议题的调研报告,一般由会议主席团撰写,并在会前分发给各国代表。

    PP:Position Paper 立场文件

    一份针对委员会即将讨论议题的国家立场阐述文件,需要代表在会前书写完成并提交至主席团。

    WP:Working Paper 工作文件

    一份由部分国家代表或某一利益集团提出的关于如何解决问题的想法的文件。通常是一份决议草案的雏形。

    DD:Draft Directive 指令草案

    指令草案是针对危机处理的文件。指令草案的表决通过标志着危机的成功解决。指令草案由行动性条款构成。指令草案的行动措施要立即、有效,避免长远规划。代表可以对指令草案提出修正案,其中,非友好修正案也需要表决。 DR:Draft Resolution 决议草案

    决议草案是由代表草拟、为委员会所讨论的议题寻求解决方案的一种文件格式。如果被投票通过,那么决议草案就成为正式决议。在一个委员会中,有关同一个议题的决议草案只能通过一份。

    Cs:Crisis 危机

    危机是会议进行当中,各国代表需要立即处理的突发性事件。模联会议中的危机一般由主席团在会前设置好,事件可能与代表们讨论的议题相关。事件的形式有若干种,可能是突发事件的新闻报道,可能是国际组织的文件,可能是相关人员的视频资料,也可能是外交官派出国政府发来的外交指令等。

    2. 模联流程

    1.0会前准备

    1.1主办方发布主席团招募令

    1.2主席团发布一通(第一次通告),确定时间、地点

    1.3主席团撰写BG(背景资料)

    1.4主席团发布二通(第二次通告),确定各会场的会议类型及议题,开放代表报名

    1.5代表开始报名(注:报名不代表一定可以参加)

    1.6主席团发布学测及BG

    1.7代表认真阅读BG,完成并上交学测(代表要是不认真完成学测,可能会被调剂)

    1.8主席团阅读学测

    1.8.1主席团通知代表进行面试(注1:此面试不一定是当面,可能是网上或电话。注2:并不是所有代表都有资格参加面试,面试资格视学测的认真程度而定)

    1.9主席团视学测的认真程度及面试所表达出的学术水平进行席位分配

    1.10主席团发布三通(第三次通告)及免责申明(可能存在第二轮BG及相关资料的发布),确定席位并通知代表进行缴费

    1.11代表缴费,并决定领队

    2.7第三天会期主要审议文件

    2.8SE之夜(SE,即social event,交际晚会),SE之夜上会有一些节目表演,同时可能会出现生日祝福、表白、赠送玫瑰花、撕名牌等意想不到的环节,这注定是个不眠之夜,SE可能很早就结束,但一回宾馆【哔~~~】(mpc娱乐版块主要来源处之一)

    0. 默认你已经读过了?联合国宪章??维也纳外交关系公约?以及其他重要条约公约

    1. 初入模联的新代表: 保罗肯尼迪?联合国的过去与未来?(读起来不会太累,可以系统了解联合国) ?顾维均回忆录?(顾是一个传奇人物,读过就知道了,而且也可以了解到弱国外交官是如何顶着压力背负骂名在国际舞台争取国家利益的)

    德维尔潘?鲨鱼与海鸥?(法国前外长 总理的回忆录,可以看出法国外交与美国外交的区别,有助于日后代表不同国家)

    2. 有一定参会经验 想进一步丰富知识的 布热津斯基?大棋局?(算是一本比较容易的外交学书籍,同时可以用其中的方法来分析问题)

    3. 斯塔夫里阿诺斯?全球通史?(极其有用,读下来终生收益无穷,但内容有些多,可以等高考完再细读)

    曼昆?经济学原理?(研究经济学必读)

    4. 想在更深入了解一些问题的 亨廷顿?文明的冲突?(文明问题,不提倡太早读,要有比较稳定思想再读) 摩根索?国家间政治?(最经典的国际关系教材,读起来略困难,知识基础要有)

    基辛格?大外交?(很宏观得站在一定高度看世界外交史,对深入了解世界外交很有意义,但历史地理基础得有,否则还是有点难)

    布思 帕克南?萨道义外交实践指南?(外交的可操作性问题,可以避开一般会场的互喷僵局)

    5. 有关危机问题 阿利森?决策的本质?(做危机会场必读,看看真实的危机环境下是如何应对的) 拉斯穆森?博弈与信息?(博弈论入门教材,危机中博弈很常见所以也算有用)

    6. 研究国际政治问题 福山?历史的终结? 基欧汉?霸权之后?(要看一起看,一些观点相左的著名观点放一起看更有价值,到底冷战后世界怎么样?自己评判吧)

    保罗肯尼迪?英德对抗的缘起?很有研究价值,尤其是其中分析英德两国的角度和方法很有意义)

    阿伦特?极权主义的起源?(很深入剖析的一本书,但一定要等判别能力和价值观基本稳定再读,否则容易让人偏激)

    7. 国际法 周鲠生?国际法?(周先生是中国国际公法领域泰斗,这本书侧重实践分析,读起来实用也好读)

    8. 公共问题 桑内特 ?公共人的衰落?(比较简单,但分析很透)

    哈贝马斯?公共领域的转型?(相对难读,但理论价值更高)

    9. 经济学 《货币战争》 《非理性繁荣》

    六、浅谈模联

    首先向1932年的那群美国学生致敬,没有他们的“模拟国际联盟会议”就没有现在的模拟联合国的这个坑?

    或许模联最初的出现与存在的意义就真的是培养有外交能力与“救世主”能力的人,这可能才是现在模联人口中常常出现的“本心”,但正值“平安”世界节点上的我们,从高中、初中甚至是小学就开始接触模联的最初目的又是为了什么?有人说模联的“本心”未变,但深入其中,我们就会发现,我们根本就看不到他的“本心”,?“商业化”“娱乐化”甚至是“低龄化”,这都是这个已经变了味的“社交活动”在中国乃至全世界所因和平而发酵出的东西,但作为一个学生,一个普普通通的所谓的“模联人”我们又能做些什么呢?

    有位模联前辈曾这样说:“认认真真做学术,开开心心甩节操,欢欢乐乐交朋友,轻轻松松涨姿势”学术至上,无疑,这是必然的,除却收集整理资料时的乐趣外,与muners们一起在那个由我们构建的世界里妥协与交流便是最美好的事了。喜欢,有时候真的不需要那么多言语和理由,有你,有我,有那个 会场,那个世界便够了。

    资料的收集整理,就是模联的一部分啦,虽然大多数人会认为它有些无趣与枯燥,但是资料的收集会让我们更好地更真实地了解我们自己所处的世界,了解更多,想要知道也就越多,于我而言这或许也是一种乐趣吧
